Setúbal, a few kilometres from Pinhal Novo
Architect Ana Pinho is based in Pinhal Novo, a few kilometres from Setúbal, and works on projects in the municipality in person: she visits the plot or the house, talks through the options on site and follows the works whenever the project calls for it. Day-to-day conversations happen by phone and email, at the pace of each project.
A municipality between Arrábida and the Sado
The Setúbal municipality includes the city, the Azeitão area, with villages such as Vila Nogueira de Azeitão, Vendas de Azeitão and Aldeia da Piedade, and a large rural area. The city is surrounded by two protected areas: the Arrábida Natural Park and the Sado Estuary Natural Reserve.
On plots inside these areas, building follows each protected area’s own rules as well as the municipal master plan (PDM), and some applications need an opinion from ICNF, the national institute for nature conservation and forests. So on an Arrábida hillside or near the estuary, the first question is always what that particular plot allows.
The city and its older houses
Setúbal has many houses and buildings with decades of use that call for renovation: better insulation, new services, a layout that suits life today. Near listed buildings, works may also need an opinion from the heritage authorities, which is taken into account from the start of the project.
In Azeitão and the rural area the work is different: larger plots, farms and detached houses, where the PDM and the protected areas matter more than the street.
Who appraises the projects
Building applications in the municipality are appraised by the Câmara Municipal de Setúbal (the municipal council), under the municipality’s PDM and the protected areas’ rules where they apply. Ana prepares the application, gathers the specialist engineering projects it needs and follows the appraisal until the decision.

- Legalisation: annexes and changes made without a licence.
- Extensions: more space in an existing house, within the municipality’s rules.
- Interior design: complete interiors or a single room.
Frequently asked questions
My plot is in the Arrábida Natural Park. Can I build?
It depends on what the protected area’s rules and the PDM allow for that specific plot; in many places those rules are restrictive. Ana analyses the plot before any project and tells you plainly what is possible.
How long does an application take in Setúbal?
It depends on the project, the protected areas involved and how long the council takes to appraise it. When outside opinions are needed, the process tends to take longer; after analysing your case, Ana gives you a realistic estimate.
Does Ana travel to Setúbal?
Yes. Setúbal is a few kilometres from Pinhal Novo, and visits to the plot and the works are part of the job whenever the project calls for them.
